️Az átláthatóság egy legitim és demokratikus elvárás️

Ezt az állítást több nemzetközi fórum mellett az Európai Unió Bírósága is elismeri.

️ A Bíróság megerősítette, hogy megkülönböztethető a civil szervezeteknek egy olyan csoportja, amelyek – céljaikra és eszközeikre tekintettel - képesek a közéletre és a nyilvános vitára jelentős befolyást gyakorolni.

️ Egyetértés van a magyar kormány és a Bíróság között abban is, hogy ezen szervezetek finanszírozásának átláthatósága mindannyiunk érdeke, vagyis közérdek.

️ A vita Magyarország és Brüsszel között tehát eddig sem a kitűzött cél, hanem az eszközök megválasztása körül folyt.

️ Mindezekre figyelemmel, tudomásul véve és tiszteletben tartva a Bíróság korábbi döntését, a Kormány az Átláthatósági törvény hatályon kívül helyezésével egy időben új, az európai uniós joggal konform szabályozás megalkotására tesz javaslatot, amely ennek az eszköznek a módosításával megnyugtató módon rendezi a konfliktust. Ez a javaslat semmivel sem ró nagyobb terhet a civil szervezetekre az eddigieknél és nem kér többet, mint ami korábban is elvárás volt: transzparens működést.

️ A civil szektor ma virágzik hazánkban: jelenleg több mint 60 000 nem-kormányzati szervezet működik Magyarországon. Kiemelt társadalmi szerepük miatt alapvető közérdek fűződik ahhoz, hogy értékteremtő tevékenységük átlátható legyen.

️ Sajnálatos, hogy míg számunkra az átláthatóság elve egy elérendő cél, addig a baloldal már megint szankciókat és más rémképeket lát a benyújtott javaslatban.

Sokszor farkast kiáltottak már, ami eddig sem jött. Most se fog.

️Transparency is a legitimate, democratic expectation️

This statement has been even recognised, among many other international fora, by the Court of Justice of the European Union.

️ The Court has confirmed that those groups of non-governmental organisations can be distinguished which, having regard to their aims and means, are capable of exercising a significant influence over public life and public debate.

️ The Hungarian government also agrees with the Court on the fact that the transparency of the funding of these organisations is in the interest of all of us, i.e. it is a public interest.

️ So far, the debate between Hungary and Brussels has not been about the goal, but about the choice of means.

️ Subject to these considerations, and noting and respecting the decision of the Court, the Government proposes to establish new regulation in line with EU law while also repealing the Law on Transparency, thus resolving the conflict to the satisfaction of all parties. This proposal does not impose any greater burden on NGOs than before, moreover, it does not require more than what was previously expected: a transparent operation.

️ Today in Hungary, the civil sector is flourishing: there are currently more than 60,000 non-governmental organisations operating in the country. Due to their key role in society, however, there is a fundamental public interest in making their value-adding activities transparent.

️ It is unfortunate that, while for us the principle of transparency remains an achievable goal, the left parties are once again considering the proposal as a group of sanctions and other “nightmares.”

They have been crying wolves many times, but they have not yet come. Now, they won't come either.
