The Prime Minister’s Office announced on Monday that a government decree published in the Magyar Közlöny will significantly accelerate approval procedures for newly built homes eligible for purchase with the fixed 3% loan. The changes are expected to enable the launch of several thousand housing projects across Hungary this autumn.

The government will use administrative measures to support and expedite developments aimed at creating affordable homes for young first-time buyers. Last week, the Home Start Programme Office was established within the Prime Minister’s Office to oversee the effective implementation of the fixed-rate loan scheme and coordinate between government and non-government actors to facilitate new housing developments.

Under the new regulation, any construction project involving at least 250 apartments—of which at least 70% meet the programme’s conditions—will be designated a priority national economic investment, allowing it to receive building permits through a fast-track process.

The Home Start Programme Office, together with the Ministry of Construction and Transport, will assess applications. The aim is to begin several thousand new developments within months, meeting young buyers’ needs, providing stable orders for the construction sector, and making a tangible contribution to economic growth.
